European leaders reached a deal last week on the EU’s medium-term budget, the Multi-Annual Financial Framework (MFF), and on a European stimulus fund called Next Generation EU to address the catastrophic economic consequences of addressing the COVID-19 pandemic.Given the very different positions of Member States going into these negotiations and the many complex issues at stake, reaching unanimous agreement after four days and nights of negotiations was an astounding political achievement.
